Origins

Tradition holds that in the 14th year of Emperor Keiko's reign, Oinishiki-iri-hiko-no-Mikoto ordered the kuni no miyatsuko (provincial governor) of Mino to found the shrine. Lord of Mino, Dosan the Viper

Saito Dosan also revered Inaba Jinja as the guardian deity of his rule over Mino, reportedly contributing to repairs of the shrine. For Dosan, who had seized control of Mino Province, demonstrating devotion to this prestigious third-ranked provincial shrine was a way of asserting the legitimacy of his rule.

Revolutionary of Tenka Fubu

After becoming lord of Gifu Castle, Nobunaga revered Inaba Jinja as the guardian shrine of his castle town, reportedly carrying out repairs and donations to the shrine buildings. For Nobunaga, who made Gifu his base for national unification, demonstrating reverence for the local tutelary deity was an important act of legitimizing his rule.
