Ieyasu promoted Neo-Confucianism as the intellectual pillar of the shogunate, appointing Hayashi Razan to advance Confucian studies. Razan's 1630s private school was the origin of Yushima Seido. In 1690 Tsunayoshi relocated it to Yushima, and it later evolved into the Shoheizaka Academy, the highest educational institution of the Tokugawa government. Ieyasu's promotion of scholarship laid the groundwork for modern Japanese education.
