The twin Kamo shrines of Kyoto — both UNESCO World Heritage Sites — have guarded the imperial capital since before its founding. Kamigamo Jinja (Kamo-wake-ikazuchi Shrine) enshrines the thunder and direction deity Kamo-wake-ikazuchi-no-okami; Shimogamo Jinja (Kamo-mioya Shrine) enshrines the ancestral deities Kamo-taketsunumi-no-mikoto and Tamayori-hime-no-mikoto. Together they form the spiritual backbone of Kyoto, celebrated each May 15 in the Aoi Festival — one of Kyoto’s three great festivals.
The Enshrined Deities — Upper and Lower Kamo
Shimogamo Jinja: Two Deities of Ancestry and Love
Deity
Character
Main Blessings
Kamo-taketsunumi-no-mikoto
Solar deity, ancestor of Kamo clan
Good fortune, agriculture
Tamayori-hime-no-mikoto
Divine mother; matchmaking goddess
Marriage, safe childbirth, women’s blessings
Tamayori-hime is the mother of the Kamigamo deity, making Shimogamo the “parent shrine” in lineage terms. Her identity as a love-binding goddess makes Shimogamo Jinja the premier matchmaking shrine of the two.
Kamigamo Jinja: The Thunder God’s Domain
Kamo-wake-ikazuchi-no-okami — “the deity of distinct thunder” — governs lightning, directional protection, and warding off evil. People moving house, embarking on journeys, or beginning new ventures pray here for directional guidance. The distinctive twin sand cones (tatesuna) in front of the inner shrine are a symbol recognized across Japan.

History — How the Kamo Shrines Shaped Kyoto
The Pre-Heian Origins
The Kamo clan, an ancient tribal family from Yamato (Nara), settled in the Kamo River basin centuries before Kyoto existed. When Emperor Kanmu relocated the capital to Heian-kyo (794), the Kamo shrines were already there — making them the first guardians of the new capital by default.
The Sai-in System: Imperial Daughters as Divine Servants
From 810 until the Muromachi period (roughly 400 years), an unmarried imperial princess served as Sai-in — the sacred virgin priestess of the Kamo shrines, acting as the emperor’s representative to the gods. The hollyhock (futaba-aoi) she wore in her hair gave the Aoi Festival its name.

The Aoi Festival
Dating to the reign of Emperor Kinmei (540–571), the Aoi Festival (May 15) sends a procession of Heian-costumed courtiers from the Kyoto Imperial Palace to Shimogamo and then Kamigamo shrines. Hollyhock leaves adorn every participant — including the oxcart and horses. The sight of this millennium-old procession moving through Kyoto’s streets is one of Japan’s most extraordinary living traditions.

Frequently Asked Questions
Which is more important — Kamigamo or Shimogamo?
Neither ranks above the other. Kamigamo is listed as “Ichinomiya” (first shrine) of Yamashiro Province in some historical records, but both shrines hold equivalent sacred status as a complementary pair.
When is the Aoi Festival?
May 15 each year. The procession departs the Kyoto Imperial Palace around 10:30 AM and reaches Shimogamo around 11:30 AM, then Kamigamo around 3:30 PM. Roadside viewing is free; reserved bleacher seats require advance booking.
What is the Tadasu Forest?
Tadasu Forest is the ancient woodland forming Shimogamo’s approach, designated both a National Historic Site and Natural Monument. Its approximately 12.4 hectares of old-growth trees offer a remarkable sense of sacred wilderness within the city.
Is Kawai Shrine separate from Shimogamo?
Kawai Jinja is a sub-shrine within Shimogamo’s precincts, enshrining Tamayori-hime’s mother deity. It is famous for the mirror ema — a wooden plaque shaped like a hand mirror on which visitors draw their own face and makeup as a beauty offering.
