After Sekigahara, master castle-builder Todo Takatora, trusted by Tokugawa Ieyasu, became lord of Tsu domain and began a major reconstruction of Tsu Castle from the New Year of 1611. He rebuilt the northern stone ramparts higher and added triple-tiered turrets at the northeast and northwest corners, completing the outer works in roughly six months and shaping a castle town befitting the foremost stop on the Ise Highway.
