Haihan Chiken and the Kioizaka Incident — Okubo Toshimichi, Architect of the Modern Japanese State
Okubo Toshimichi, one of the Three Great Meiji Statesmen, abolished nearly 300 feudal domains, established the Home Ministry, and built the framework of modern Japan. He clashed with his childhood friend Saigo Takamori in the Satsuma Rebellion and was assassinated at Kioizaka in 1878.
