Hojo Soun (Ise Shinkuro) is credited with building Nirayama Castle around 1493, using it as his base to consolidate control of Izu Province. Having risen as a guest general of the Imagawa, Soun drove out Ashikaga Chachamaru to seize Izu, making Nirayama Castle the first stronghold of what would become a century of Later Hojo dominance.

Minamoto no Yoritomo spent nearly 20 years at this place as an exile. While kept under the watch of Hojo Tokimasa, he met Masako here and continued watching for his chance to overthrow the Taira. In 1180, upon receiving Prince Mochihito's edict, the historic march toward founding the Kamakura shogunate began from this very place.
