Itako Tenmangu, founded around 1300, enshrines Sugawara no Michizane as the deity of learning. Plum trees in the precincts recall his famous poem composed upon leaving Kyoto for exile: "East wind, carry the plum blossoms' fragrance to me." In this prosperous water-town, reverence for Michizane spread among teachers at private schools, nurturing Itako's educational culture.
