After distinguished service in the Osaka campaigns, Katsunari received 100,000 koku in Bingo Province and built Fukuyama Castle in 1622. Though feared as 'Oni Hyuga' on the battlefield, as lord he proved a benevolent ruler — completing one of Japan's largest waterworks, granting tax exemptions to attract settlers, and rebuilding temples he had once destroyed in his wild youth. Known as 'Hotoke no Mizuno' (Buddha Mizuno) by his grateful subjects. Even the swordsman Miyamoto Musashi reportedly stayed as his guest.
