Tsudo Tenmangu was founded in the Genroku era (1688–1704) when the divine spirit of Sugawara no Michizane was enshrined here, transferred from Kitano Tenmangu in Kyoto. His legendary love of plum blossoms and the ox are remembered in the shrine's plum grove and stone ox statue. Throughout the Edo period it served as guardian deity of local terakoya education in Shinozuka.
