His birth year is unknown. As the fourth son (some say fifth) of Iwatsuki Castle lord Ota Sukemasa, he married into the local Ushioda family of Omiya and took his mother's family name. Around 1560, he built Juno Castle, a satellite fortress of Iwatsuki, in what is now Omiya Ward, Saitama City, becoming its first lord. After his father was expelled from Iwatsuki by his elder brother Ujisuke in 1564, he followed Ujisuke into the Later Hojo camp. When Toyotomi Hideyoshi launched the Siege of Odawara in 1590, he held Odawara Castle alongside the Hojo, and on April 18 of that year he and his son Suketsugu both died in the fighting there. His descendants later served the Koromo Domain in Mikawa Province, and in 1738 a memorial stone honoring him was erected at the Juno Castle site.

A castle-builder of considerable skill who supported his father Sukemasa's expansion. Even after his father's expulsion, he pragmatically sided with the Hojo to preserve his family line.

Juno Castle, which he built, now lies buried within present-day Omiya Park but is preserved as a Saitama Prefectural Historic Site. His death alongside his son at Odawara is remembered as emblematic of the retainers who perished with the fall of the Later Hojo clan.
