Born in late-Edo Edo. As Vice-Governor of the Bank of Japan he raised funds for the Russo-Japanese War, served as 20th president of the Seiyūkai and prime minister, and held the finance portfolio six times. His re-banning of gold exports and stimulus spending pulled the country out of the Shōwa Depression, but he was assassinated in the February 26 Incident over military budget cuts.
