Son of Emperor Go-Sanjō, enthroned 1072. In 1086 he abdicated in favor of the child Emperor Horikawa and began the system of "cloistered rule" (insei) wielding power as retired emperor. He organized the Hokumen no Bushi, paving the way for the rise of the warrior class.
