Born in Ōmi. As Zasu of Enryaku-ji on Mt. Hiei he rebuilt the temple compound after fires, organized the warrior-monk system, and revitalized doctrinal study, restoring the declining Tendai school. As Tsuno Daishi he is widely venerated as a guardian against evil.
