Fifth son of Naito Okimori, a senior Ouchi retainer. After a succession dispute within the Naito family following the 1551 Taineiji Incident, he held Aratakiyama Castle as his residence and served as deputy shugo of Nagato. He submitted to the Mori when the Ouchi fell in 1557. His elder sister, married to Mori Takamoto, helped secure him favor, and he held mountain castles such as Aratakiyama and Kushizaki, entrusted with governing Nagato Province. He died in 1600 at age 73.

A pragmatic warrior who weathered the great upheaval of the Ouchi clan's fall and was long entrusted as a linchpin of Nagato governance under the Mori.

His governance of Nagato from Aratakiyama Castle offers a concrete record of regional administration during the transition of power from the Ouchi to the Mori.
