Fourth son of the Aki warlord Mori Motonari. In 1568 he captured Sarukake Castle in Bitchu, and after the Bitchu Rebellion ended in 1575, his brother Terumoto appointed him warden of the castle with a stipend of over 5,000 kan. He took the surname Hoida from the local place name and became a key Mori figure governing eastern Bitchu, later serving as a construction magistrate for Hiroshima Castle in 1589 and campaigning in Korea during the Bunroku invasion. He died in 1597, shortly after the sudden death of Kobayakawa Takakage.

As Mori Motonari's fourth son, he remained a pillar of the clan supporting his brother Terumoto, entrusted with governing eastern Bitchu from Sarukake Castle and earning trust in both administrative and military affairs.

Governing eastern Bitchu from Sarukake Castle, he helped stabilize Mori power in the region. His descendants continued as a branch house of the Choshu domain.
