Of temple-warrior origin, he served Ieyasu and from 1601 held the office of Kyōto Shoshidai, overseeing the imperial court, nobility, western daimyō, and temples while doubling as Kyōto Magistrate. His fair judgments made the "Itakura ruling" legendary.
