Son of Fuyutsugu. After purging rivals in the Jōwa Incident, he made his daughter Akirakeiko consort of Emperor Montoku, becoming maternal grandfather of Emperor Seiwa. In 866 he removed Tomo no Yoshio in the Ōtemmon Incident and became the first non-imperial regent.
