The Council of Thirteen — Collective Leadership by a Scholar-Warrior
Adachi Toomoto excelled not just in martial arts but in practical administration, serving as a staff member (yorito) of the Kumonjo (later Mandokoro), managing accounts and documents. When Minamoto no Yoritomo died suddenly in 1199, Toomoto was chosen as one of the Thirteen Councilors established to stabilize collective shogunal leadership. Standing alongside warriors and officials such as the Hojo, Oe, and Kajiwara families, this scholar-warrior also contributed to regional development as a proprietor in Adachi District of Musashi Province.
